The District

State Center Community College District (SCCCD) was formed in 1964 when it assumed control of Fresno City College, California’s first Community College and Reedley College. SCCCD serves approximately 1.7 million people and 38 unified and high school districts in more than 5,700 square miles of urban and rural territory, including most of Fresno and Madera counties and portions of Kings and Tulare counties. SCCCD is governed by a seven-member board of trustees who represent seven trustee areas. SCCCD is a merit system district with over 2,800 faculty and classified staff. The total operating budget for SCCCD is approximately $384.6 million.

District Strengths and Opportunities

SCCCD enjoys a positive reputation and is known for its many strengths, including:

  • The four Over-Arching Strategic Goals of Educational Excellence, Institutional Effectiveness, Leadership in Higher Education and Community Collaboration, and Alignment with the California Community Colleges Vision for Success which provide a focus for Districtwide planning, implementing, and evaluating annual and multi-year activities will maximize student success; ensure student access; provide workforce and economic development programs that respond to local industry; support the guided pathways framework to reduce equity gaps; and strengthen organizational effectiveness. Positive outcomes associated with ACCJC’s comprehensive accreditation evaluations is a strong testimony to SCCCD’s four Colleges and their efforts in this regard.
  • SCCCD is guided by a clearly articulated vision and set of values including —empowering our Colleges to provide a student-centered learning experience; fostering an inclusive learning environment; promoting a climate of integrity, trust and accountability; striving for and meeting the highest standards of performance through collaboration and innovation; committing to recruitment and retention of the best employees and promoting responsible stewardship of District resources.
  • SCCCD continues to be a fiscally sound District. Our philosophy is to expend only ongoing costs with ongoing resources, and as a result have been able to maintain our reserve level above 17%, allowing us to effectively manage economic volatility and fluctuations in enrollment. The District is also dedicated to funding our long-term commitments to enhance employee satisfaction and student success.
  • The seven-member Board of Trustees exhibits a high level of professionalism and commitment to student success while respecting the authority granted to the Chancellor through Board Policy.
  • The Colleges, with their successful history of serving their diverse communities, have developed robust partnerships with businesses, governmental entities, and educational institutions across the region and play a significant role in advancing the economic development and vitality of the Central Valley.
  • The District, including all four Colleges, honors diversity, embraces equity, and is committed to identifying barriers and implementing changes to promote student equity and completion.
  • The District has experienced a steady growth at each of the four Colleges, which precipitated the tremendous community support to pass a local $485 million facilities bond measure in June 2016. Through bond funding and in support of Districtwide growth, all of the colleges will build new facilities. New campuses and numerous buildings will be built throughout the District. Groundbreaking for the new Reedley College Math, Science & Engineering building has already occurred with a completion anticipated in 2022.

The new Chancellor will focus on varied opportunities to pursue growth and improvement on behalf of the District. Among those are the following:

  • As a community college district with a large and diverse geographical footprint, SCCCD will continue to empower its four Colleges and the District Office to work as an integrated system that operates cooperatively, efficiently, and effectively in serving a diverse service area and student population.
  • The District will continue to be a leader among the California community colleges in improving student achievement rates and reducing student equity gaps. This will include leading an ongoing and an all-inclusive dialogue on fostering a culture of equity, inclusion, and anti-racism Districtwide.
  • The Colleges’ educational master plans and strategic plans will continue to provide the vision for integrated instruction and student support services to support students with diverse educational goals including transfer, career technical education, and general education.
  • SCCCD will continue to work to strengthen personnel and institutional effectiveness to achieve and sustain excellence as measured by student outcomes and organizational climate.
  • The District will maintain, sustain and support mutually beneficial relationships with the communities in the District service area to improve the social and economic well-being of the region.
  • The District will continue to make every effort to maintain safe and healthy learning and work environments for faculty, staff, and students, particularly in times of unusual measures to combat the COVID 19 virus.
  • In light of the new student-centered funding formula for California Community Colleges, SCCCD will continue to act effectively and creatively with the fiscal constraints and budget uncertainties associated with this evolving funding model.
  • The Colleges and Districtwide services will continue to focus on advancing and maintaining educational quality, access, and student success during and after the current pandemic crisis. This will include addressing the enrollment challenges by expanding outreach throughout the District service area to ensure the Colleges are attracting, retaining, and effectively serving all students within the District.
  • As an active member of the K-16 collaborative and Fresno DRIVE initiative and other initiatives in all parts of the District at large, provide support to District Colleges to develop and foster relationships with the region’s K-16 partners and baccalaureate granting universities to develop and strengthen pathways to improve access, retention, and completion for ALL students.
  • Lead and engage in developing community support for the District through fundraising activities, such as capital campaigns, as well as fostering relationships with corporate and industry partners.
  • The SCCCD Colleges and Districtwide services will continue to adjust to the new normal with a focus on advancing and maintaining educational quality, access, and student success during and after the current pandemic crisis. This will include building back enrollments and outreach efforts, and adjusting instructional and support services delivery modalities to better meet the needs of students and communities.
